Our mission is to drive meaningful change by engaging in legislative advocacy, exploring federal funding opportunities, fostering industry collaboration, and promoting public education on high-performance building practices.

Originally formed during COVID-19 as a way to maintain momentum on green building policy, the coalition has been involved in key legislative efforts in Maine. We’ve worked to advise on housing and energy legislation, influence state and federal policy, and develop industry-led solutions that prioritize affordable, energy-efficient, and climate-resilient buildings.

Legislative Action & Policy Impact

LD 1101 – A Smarter Approach to Retrofitting

Born from our retrofitMAINE project, LD 1101 proposes a voluntary home energy scoring system and a framework for routine home energy audits—helping homeowners identify cost-effective efficiency improvements. By integrating energy performance into Maine’s MUBEC code, this initiative makes it easier and more accessible for homeowners to prioritize retrofits and access funding opportunities. With climate adaptation and energy resilience in mind, LD 1101 represents a once-in-a-generation opportunity to upgrade Maine’s building stock at scale.

LD 1656 – Energy-Efficient Affordable Housing

In 2022, the Building Coalition played a key role in shaping and supporting LD 1656, "An Act To Promote Energy-efficient Affordable Housing." This landmark legislation secured critical funding for energy-efficient housing construction, with a focus on multifamily development—a vital step in addressing Maine’s housing shortage while lowering emissions. With Maine needing 20,000 more affordable housing units, this bill helps meet that demand while ensuring new construction is climate-conscious and efficient. Sponsored by Rep. Rebecca Millett, LD 1656 is expected to facilitate the creation of 1,400 much-needed units across the state.
